I have dark hair, blue eyes and very fair skin. I can’t seem to put any color on my face without it looking clownish or bad, except for dark black eyeliner and mascara. What color eyeshadow or blush would look good with my features?

Light blues.
Dont use an eyeshadow, use a shimmer. its like a fine glitter but for your face. also go to sephora or Mac and ask them to test you for the right blush, but you should use a really really light one.
I have pale skin and light eyes I find the best way to use make up is light in the day and sometimes lighter at night. I use light blues and black eyeliner and mascara from sephora and bareminerals.
